Are all sinners justified or just those who believe?

Several of the larger Lutheran synods in the United States teach an objective and universal justification which is said to occur prior to and apart from faith. But is that what the Scriptures teach? This podcast shows from the Scriptures that Christ made atonement for the sins of all but that justification and the impartation of forgiveness occur only when one believes the promises of the Gospel.
